Meet the Speaker

Patricia Dorn serves as the Associate Commissioner for Consumer Education and Advocacy at the Maryland Insurance Administration. With more than a decade of service, she leads the Consumer Education and Advocacy Unit (CEAU), which focuses on helping Maryland residents better understand insurance products and their rights and responsibilities under their policies. Her work centers on empowering consumers through education, outreach, and direct assistance.

Previously, Patricia served as the Health Insurance Administrator for the Health Coverage Assistance Team (H-CAT), where she supported Marylanders navigating enrollment, appeals, and coverage challenges. Her leadership also supports key initiatives like the Rapid Response Program, which helps consumers resolve property and casualty insurance claims efficiently - especially following emergencies. She holds a bachelor’s degree from the New Mexico Institute of Mining and Technology and a Professional of Insurance Regulation designation from the National Association of Insurance Commissioners.
